Not Too Good Hands With Allstate

We are in not too "good hands with Allstate."
We have a homeowner's claim with Allsate. It took two months to get the check, but we are not going to cash it.
The amount they gave for the loss was a third lower than the amount it will take to replace the items stolen from our home. Then they depreciated their amount by more than half, even though we have the "replacement cost" coverage.
So, we are stuck with a check that amounts to one third of the value of the lost items! I called the claims office and left messages. I talked with one person that was not our "claim owner," and was told that I have to replace the items and send them the receipt before they will pay the replacement value.
I was also told that my "claim owner" had just come in and was pulling my information up on her computer, and that she will call (me) in just a few minutes. It has been five hours and still no call.
Now, I cannot get anyone at Allstate to call me back. I would rather be in the hands of an honest crook than in Allstate's Good Hands!!!!
